The minimum fare is 356 rubles, this tariff is valid for those who use the "T-pass" transponder (the price also depends on the discounts that are provided under the loyalty program).

For those who do not want to pay for the toll road, there is a free backup - the M-10 “Russia” highway, along which you can also get from Moscow to St. Petersburg. Yesterday, June 5, 2018, we launched traffic on a new section with a length of 23 km. It runs along the Tverskaya ring road (bypassing Tver) from 156 to 178 km.

Rosavtodor has reconstructed this section: previously there were only three lanes for traffic with intersections at one level and traffic lights. This led to constant congestion. Now the capacity has been increased by increasing the number of lanes (four to the Volokolamsk junction and six to the northern entrance to Tver). In addition, the road workers built two road junctions at 164 km (from Turginovskoye highway) and 173 km (from Staritskoye highway).

As part of the project, the overpass across Oktyabrskaya was reconstructed railroad, as well as bridges over the Tmaka and Mezhurka rivers. According to representatives of the Federal Road Agency, 46 km of new electric lighting lines, over 20 km of axial barrier fencing, and overhead pedestrian crossings were built on the site.

If the detour around Vyshny Volochek does not cause much anger, then the tariffs for the section to Solnechnogorsk and back, to put it mildly, surprised. 450 rubles one way - for the majority of motorists who make such a voyage every day, it is simply unaffordable. The same applies to the section to the Sheremetyevo-2 airport: 250 rubles for a section of less than ten kilometers is too much. Therefore, with the introduction of payment, most of the drivers returned to the good old M-10. But daily driving is one thing, and a one-time trip to St. Petersburg and back is quite another. Is it worth going to toll sections or is the old track also convenient?

We decided to go to St. Petersburg and back along two routes. First, according to the classic M-10, collecting all the traffic jams in Khimki, Solnechnogorsk and Vyshny Volochyok. And we will drive back through the new paid sections and estimate not only the costs, but also the time and effort spent.

M-10

To arrive in the northern capital in the evening, we started at nine in the morning. We did not have time to cross the Moscow Ring Road when we immediately got into a traditional traffic jam in Khimki. Having pushed through for less than ten minutes, we went out into the operational space. Solnechnogorsk and Klin also greeted us with a slow stream, but nothing critical. Endless settlements reduce the average speed, but the fuel consumption is also low. The “three-lane” beginning in the Tver region, when the overtaking lane appears alternately for each direction, also had little effect on speed and average fuel consumption. The approach to Vyshny Volochok met us with a construction site for an interchange with the M-11 and a small traffic jam. But we passed both his, and the "famous" 90-degree turn, and even a traffic light in the city with almost no losses. Lucky. Another traffic jam was waiting for us at the entrance to Peter, but even there we did not lose much. As a result, we arrived at our destination (Dnepropetrovskaya Street) in nine and a half hours, taking into account two stops for refueling and a snack. The average travel speed is almost 73 km / h. Not bad! After all, we honestly tried to comply with the speed limit. There is fatigue, but nothing supernatural. The road between the two capitals is not very tiring.

M-11

Well, let's take a ride back through the paid sections. As in the first case, we started at nine in the morning. To Vyshny Volochek (where the first toll section is found), the road is a mirror image of the near Moscow region. Minor difficulties in St. Petersburg and a small traffic jam on the Moskovskoe highway after leaving the city. And then a calm movement to Volochek. At the congress, a whole bunch of posts with barriers were set up to the paid section, but none of them is working yet. Is it really free? No, they just take payment on departure. And it's worth it. We covered 75 kilometers of the expressway in forty minutes. And for all this they gave 200 rubles.

Even if Vyshnyaya Volochek is not paralyzed by a multi-kilometer plug, it is worth using a paid site. But with a segment of 40 kilometers from Solnechnogorsk to Moscow, not everything is clear. Yes, you can also save time here, especially if Leningradka stands dead on the outskirts of Moscow. But whether it is worth the declared money (they took 400 rubles from us) is an open question. In addition, paid sites have one drawback - a complete lack of infrastructure. Apart from resting areas, there is nothing. So if there is a need to refuel, have a bite to eat or visit the "room of an unknown architect", you should take care of this in advance, before going to the "paysite".

As a result, the road with toll sections turned out to be faster by half an hour. Not too much for a 700-kilometer journey. I cannot say that I somehow saved my energy. In addition, the high average speed (thanks to the paid sections) increased the average fuel consumption by almost a liter. Therefore, taking into account the payment of the road of 600 rubles for two sections, the cost of one kilometer of the track turned out to be one and a half times higher than when driving along the classic M-10. Whether it is worth it, you decide. All trip results are summarized in the table below. But I have already made my choice - to definitely use the Vyshny Volochok bypass, and I will only go along the M-11 to Solnechnogorsk in case of big congestion on the Leningradskoe highway.

In total, high-speed traffic from June 6 will be available on more than half of the 669-kilometer highway under construction: from 15 km (MKAD) to 58 km (Solnechnogorsk) in the Moscow region and from 208 km (Likhoslavl) to 543 km (Myasnoy Bor) in Tverskaya and Novgorod regions.

M-10, design M-11

The existing free motorway M-10 between St. Petersburg and Moscow mainly follows the route of the postal road, built in the first half of the 18th century. From the very beginning, his route ran through more than 60 settlements... On a considerable length in the Novgorod region. M-10 is a three-lane (one lane in each direction and an alternating lane for overtaking), has a large number of single-level junctions and intersections with other roads. The average travel time along it can reach 10 hours, taking into account traffic jams.

For the first time, proposals for the construction of a new highway between Moscow and St. Petersburg were included in the 1971 Master Plan for the Development of Moscow. In 1994, at the international Pan-European conference on transport on the island of Crete, the planned road was included in the Ninth International Transport Corridor Finland - Russia - Ukraine - Moldova - Romania - Greece. The construction of the highway was included in the Federal Target Program "Modernization of the Transport System of Russia (2002-2010)", adopted by the government of the Russian Federation on December 5, 2001.

In December 2003, during a visit to St. Petersburg, Russian President Vladimir Putin supported the idea of ​​creating a new highway. On April 13, 2004, a presidential instruction "On the organization of work on the construction of the Moscow-St. Petersburg high-speed highway" was issued.

In September 2004, the Deputy Minister of Transport of the Russian Federation, Alexander Misharin, announced that the future highway would become toll roads, and the state joint-stock company Toll Roads would build it. In October 2004, Transport Minister Igor Levitin announced that it was planned to build and operate the highway as part of a public-private partnership. On December 29, 2004, the government ordered to begin the development of pre-project documentation. The cost of the road was then estimated at 150-180 billion rubles. In 2006-2008, the future route of the highway (received the M-11 index) was finally determined. Since July 17, 2009 the state company Russian Highways (Avtodor) has been the customer of the construction.

General characteristics of the track

The total length of the M-11 will be 669 km. It will mainly run parallel to the existing motor road M-10 "Russia" and will cross it at the 58th, 49th, 208th, 258th, 334th, 543rd kilometers with the device of transport interchanges at different levels ... This will make it possible to switch traffic flows from the M-10 "Russia" to the expressway and vice versa. M-10 will remain a free backup for the new road.

Design speed - 150 km / h, but at open areas the maximum speed limit is set at 110-130 km / h. The number of traffic lanes varies from 10 in the Moscow region to eight at the entrance to St. Petersburg and six or four at the rest of the sections. The streams of cars are separated by bumpers; lighting has been installed or planned in most areas. In total, the highway will have 36 interchanges and 325 artificial structures (bridges, flyovers, cattle passes).

The total cost of travel on the road has not yet been determined. In 2014, it was planned that a trip by car from Moscow to St. Petersburg could cost a total of 1,500 rubles. In March 2018, the head of Avtodor, Sergei Kelbakh, told reporters that after completion of construction, travel along the entire highway would cost "within 2 thousand rubles."

After the commissioning of the 334-543 km section on June 6, the total cost of travel through the paid sections, depending on the time of day and day of the week, will be from 860 to 1260 rubles for cars. in case of payment in cash and from 556 to 896 rubles, taking into account possible discounts on transponders. The highest price will be paid by drivers of trucks and three-axle buses: up to 1,740 rubles. (1110 rubles with a transponder).

It was originally planned to complete the construction of the track in time for the 2018 FIFA World Cup. In August 2017, Transport Minister Maxim Sokolov announced that the opening dates were postponed to late 2018 - early 2019. In November 2017, Kelbach announced that the commissioning of the entire route will take place in the fall of 2018.

The total cost of the project is about 450 billion rubles, of which about 30-35% is planned to be covered by private investments.

Plots

The construction of the highway is divided into several start-up sections, implemented under concessions or long-term investment agreements.

The first in 2008 to begin construction of a section of 15-58 km in the Moscow region. However, works were delayed due to protests. public organizations caused by the chosen route of the road: it crossed the Khimki forest. As a result, construction was completed only in 2014. Traffic in test (free) mode was opened on December 23, 2014. The fare was introduced on November 16, 2015. The concessionaire and operator of the site is North-West Concession Company LLC (100% of the shares in it are currently owned by the French construction group Vinci).

The second section of 58-149 km (bypassing Klin and Solnechnogorsk) in the Moscow and Tver regions is currently under construction. The contractor under a long-term investment agreement is OJSC Mostotrest. Construction began in 2016.

The third section, 149-208 km (northern bypass of Tver), will be built after 2020. Repairs were carried out, new interchanges were built and a bridge across the Volga was reconstructed on the corresponding section of the M-10 highway (southern bypass of Tver).

The fourth-fifth sections - 208-258 km (bypassing Torzhok) and 258-334 km (bypassing Vyshny Volochok) in the Tver region - were built in 2017 and 2014, respectively. Free traffic bypassing Vyshny Volochek was opened on November 28, 2014, the site became paid on September 21, 2015. The Torzhok bypass was launched immediately in a paid mode on December 15, 2017. These two sections, as well as 334-543 km, which will open on June 6, were built by Mostotrest as part of an investment agreement. The operator is Avtodor.

The construction of the seventh section 543-684 km in the Novgorod and Leningrad regions and in St. Petersburg is carried out by the company "Magistral of two capitals" (the contractor is the Turkish company IC Ictas insaat). The concession agreement was signed in November 2014 and construction began on June 17, 2015.

From today on, the fast lane M-11 Moscow - St. Petersburg has officially received two new toll sections - on the sections 208 - 258 km and 334 - 543 km. The first of them allows motorists to bypass Torzhok, and the second goes around the Valdai national park and Veliky Novgorod. There is an old motorway as a free alternative to travel from Moscow to St. Petersburg M-10 which track M-11 crosses just at the beginning and end of the toll sections.

Track M-11- a high-speed highway (category IA) with a length of 669 km, connecting Moscow and St. Petersburg. The second active toll section on the highway M-11 is located between 208 and 258 km, which is built around Torzhok. Fare for passenger car here is 140 rubles, regardless of the time of day and day of the week.

By the way, the journey on the 258th kilometer does not end. Here the M11 highway turns into an already operating toll section bypassing Vyshny Volochek ( 258 - 334 km), the fare for which is 220 rubles.


The third section M11 ( 334 - 543 km) bypassing the cities of Bologoye, Okulovka and the village of Uglovka in the Novgorod Region, although it was announced by the Government, it still does not work. It will only launch in 2018.

It is worth noting that car owners can save a lot by traveling on this expressway. To do this, you need to install a special compact electronic device on the car - a transponder. It allows you to enter the toll road along the dedicated traffic lanes that the highway is equipped with. M-11 paying for travel in automatic mode.   3. Km 208 - km 258 in the Torzhok district of the Tver region, bypassing Torzhok. The movement was opened on December 15, 2017.
  4. Km 258 - km 334 in Torzhoksky, Spirovsky and Vyshnevolotsky districts of the Tver region, bypassing Vyshny Volochok. The site was built and opened for traffic on November 28, 2014 as part of a long-term investment agreement with OJSC Mostotrest.
  5. Km 334 - km 543 in the Vyshnevolotsky and Bologovsky districts of the Tver region, Okulovsky, Malovishersky and Novgorodsky districts of the Novgorod region. The plot bypasses the settlements of Bologoye, Uglovka and Okulovka. The movement is open on June 06, 2018.
  6. Km 543 - km 684 in the Novgorod and Chudovsky districts of the Novgorod region, the Tosno district of the Leningrad region. The site will bypass Chudovo and Tosna and in St. Petersburg. On November 18, 2014, the State Company Avtodor and LLC Magistral of Two Capitals signed a concession agreement on the financing, construction and operation of this section on a paid basis. The construction of this section will be completed in 2019.

Travel rules for the M-11 "Moscow-St. Petersburg" highway:

Without transponder:

  1. Entry. When entering the toll sections, the user must take a travel ticket (coupon) at the entrance lane of the Toll collection point. Users who are going to pass the toll sections for cash or with a bank card must select the appropriate lane to travel through the Toll Station, take a ticket and be sure to keep it before leaving the toll section.
  2. Check out. At the exit from toll sections, if you pay in cash or pay with a bank card, to determine the correct cost of travel, you must present the ticket to the cashier-controller, he will calculate the cost of travel and the user will need to pay for the fare.

With transponder:

  1. Entry. You need to select the lane for driving on the transponder and reduce the speed to 30 km / h. At the entrance, the system recognizes the presence of a transponder and a positive balance on the account for paying for the fare, the passage is recorded automatically, without the participation of the cashier-controller.
  2. Check out. When leaving the lane for the owners of transponders, the money for the journey is also automatically debited.

If, for any reason, when leaving a paid section, it is not possible to determine at which point the car entered the paid section (there is no ticket, the transponder does not work, etc.), then the user is charged the maximum tariff. This is the largest charge that can be charged at a particular Toll Point for vehicle corresponding category.

IMPORTANT! If the transponder is not connected to the service, from October 22, 2018, for the transit passage of sections 15 km - 58 km and 58 km - 97 km at the entrance to the sections, you must first take a ticket, and leave the paid section through the lane with a cashier-controller with presentation of the ticket and payment in cash or by credit card. The maximum fare applies in the following cases:

  • More than 24 hours have passed since entering and leaving the paid site.
  • Entry on a travel ticket, and exit on a transponder without stopping and handing over the device to the cashier-controller for reading.
