Higher advanced training courses for senior commanding staff of the administrative and police apparatus and Higher Penitentiary Courses were created, which were an independent educational institution with a clearly defined profile of training specialists. In August 1930, they were reorganized into the Higher Advanced Training Courses for Administrative Workers of the NKVD, in which three departments were opened: the Administrative Police Department, the Criminal Investigation Department, and the Correctional Labor Department.

Higher courses and the Institute of Administrative Construction, which opened on October 1, 1930 and had three faculties (administrative and police, scientific and technical expertise and investigation, corrective labor), were combined into the Central Higher School for the improvement of senior command personnel and retraining of the higher command personnel of the NKVD, with March 1932 - Central Higher School of Workers 'and Peasants' Militia (RKM).
