Another example. The applicant has applied to two universities. In one of them, he passes by points for the budget in the first wave, but he would like to enter another university more. According to the new rules, if an applicant passes the points for the budget in the first wave, but does not bring the original documents to this university on time, he does not drop out of the competitive lists of applicants, but with the same success he can "compete" for budget places in the second wave of enrollment. In any case, applicants with the highest scores from among those who provided the original documents will be enrolled.

Second wave

The second stage of enrollment begins immediately after the issuance of an order for the enrollment of persons who submitted original documents and applications in the first wave. This time, those wishing to get into state-funded places at the university must provide original documents on education within 2 days.

At the second stage of enrollment, applicants occupy the remaining 20% ​​of budget places. Everyone can act only on a general basis, without any priorities.

The number of places in the second wave may increase slightly. This may happen due to the fact that some applicants enrolled in the first wave, for some reason, take away their documents. Or in the first wave, a smaller number of originals were provided, which did not fill all 80%. Thus, the number of places in the second wave will increase by this number.

In addition to budget, universities always offer a sufficient number of paid places. The deadlines for enrolling in paid places are set by universities independently and begin long before the start of admission to the budget. An applicant can simultaneously apply for both paid and free. There are cases when applicants who have concluded an agreement and paid for tuition pass by points for free. Then the contract on paid education is terminated, the money is returned, and the applicant is enrolled in a budget place.

In Russia, yesterday's schoolchildren and graduates of past years continue to enter universities. Applicants have two more weeks to apply. Universities rank applicants according to their scores on the Unified State Examination. In addition to those who enter general order, various beneficiaries receive their places: such as target recipients, Olympiads, orphans and other beneficiaries. There is a certain number of guaranteed places for them.

The first order for admission to budget places will be published on July 29, the second - on August 3. Enrollment for free and paid places will take place from August 8 this year.

If they want to enter this particular university, but do not have time to bring documents within one day, they lose the benefit as such and can only be enrolled on a general basis - according to the results of the Unified State Examination.

The second point is related to the fact that applicants can apply for admission to several universities at once. This is one of the great advantages of the USE system.

It is clear that quite often graduates of schools with high USE results pass on the first order to several universities at once. They can choose for themselves which educational institution they will eventually go to. In this case, everything is simple - the applicant submits the original documents to the priority university, in all other educational institutions they do not wait for him, and he no longer falls into the second order. His place goes to one of those who scored less points.

Other possible situation a little more difficult. Let's say a graduate wants to enter university A in the first place, but also applied to university B as a fallback. On July 29, it turns out that he was guaranteed to get into university B, and in his priority university A he is not on the list of applicants, but is among the leaders in USE scores among those who did not pass on the first order.

In this case, you do not need to get upset and carry the original documents to a less priority university. It is worth waiting for the second order for enrollment.

The new rules for enrolling in universities are such that an applicant, even if he did not bring the original documents within five days after the first order, is not permanently deleted from the lists. He will be included in the second list, so a place in the university B in our example is guaranteed to him in any case. But if an applicant finds himself among the leaders among those who did not make it to the first list at a higher priority university, he will almost certainly get into the second order. How is enrollment in universities under the second order

The second order for enrollment will appear in universities on August 3. According to this order, the remaining 20 percent of budget places are filled. There are no benefits here anymore, everyone enters according to the points scored on the Unified State Examination.

Immediately a small lyrical digression. Many of you (yes) are waiting for some official announcement of the passing score of 2013 from universities. I hasten to disappoint you. There is no uncle in the admission committee of the university who points his finger at the sky and says that the passing score of 2013 will be 210 points in total from 3 subjects (conditionally). What is a passing score anyway? The passing score is the score of the last applicant enrolled in the budget, i.e. you will learn about passing score 2013, only after you are enrolled in a university or not enrolled. As we have already said, you should not overestimate yourself in any case, even if you have 300 points from the 3rd USE. Perhaps all the places in front of you will be occupied by beneficiaries, Olympiads and targets. So don't choose your bouquet from HSE, Moscow State University, RANEPA, MGIMO and St. Petersburg State University. Be sure to leave 1-2 universities on the "fallback", where, as a rule, a low entrance.

So, you rubbed your eyes after graduation and went to your first university to apply. In all likelihood, you will immediately go to your favorite university. But, ATTENTION, most likely, your favorite university is the favorite university of thousands of applicants. Well, it just so happened. So what's going on? In the first days of the admissions campaign, everyone together joined the Higher School of Economics, Moscow State University, RANEPA, MGIMO, Finashka, etc., because these are the favorite universities of just about everyone. Well, or in many universities the questionnaire is filled out for you. So, you have the right to choose 3 (as a rule, there are several faculties with the same entrance examinations and similar themes). Those. We sit on our 1500th place in the university No. 1, in the 2000th place in the university No. 2, and in the 500th place in the university No. 3, etc. In this case, with the first wave we fly. 2. Green wave. Some universities make green waves. The most epic situation occurs when you are recommended for enrollment after the first wave at the Reutov University of Leather Gloves and Marketing, but the university you wanted to enter did not recommend you for enrollment after the first wave. Without going through the competition of the first and second waves of enrollment in state-funded places, you can get an education on a paid basis. Recruitment of applicants also takes place by competition from the remaining lists. The rules are similar to the previous ones: you will need to bring the original documents and an application for admission to the university.

The number of places is determined by the manager of the university and is limited only by the technical capabilities of the institution. The competition here is much lower than for budget places. If this option is not suitable, there are two more possibilities to graduate from a university: a correspondence budgetary form of education or a similar paid one.

Dates for receiving documents:

  • Under the contract, applications are accepted until August 27. For students, there are soft loans for studying at universities. You can also pay expenses from the maternity capital of the parents.
  • You can apply for part-time education until August 10 for state-funded places.
