III. Criteria for compartmentalization

13. Compartmentalization of farms engaged in keeping and breeding pigs

13.1. Compartment I includes farms that are not assigned to other compartments or until they are visited as provided for in paragraphs 4 and 10 of these Rules.

13.2. Compartment II includes farms that correspond following criteria:

a) no pigs are brought into the holdings from compartment I (including genetic material and temporary introduction of pigs for any purpose);

b) farms are not technologically connected with compartment I (transport, personnel, packaging, veterinary specialists, etc.), with the exception of the supply of pigs and genetic material of pigs from this farm to the farms of compartment I;

c) walking pigs outside the territory of farms is not carried out;

d) the territory of the farms is fenced in a way that prevents the penetration of wild animals (with the exception of birds and small rodents);

e) the territory of farms is not subject to entry of unauthorized persons and entry of foreign vehicles;

f) farms do not use food waste as animal feed.

13.3. Compartment III includes farms that meet the criteria listed in paragraph 13.2 of these Rules, as well as the following criteria:

a) no pigs are brought into the holdings from compartment II (including genetic material and temporary introduction of pigs for any purpose);

b) farms are not technologically connected with compartment II (transport, personnel, packaging, veterinary specialists, etc.), with the exception of the supply of pigs and genetic material of pigs from this farm to the farms of compartment II;

c) the possibility of contact of farm workers with domestic and (or) wild pigs or visits by workers to farms belonging to compartments I and II is excluded;

d) walking pigs outside the livestock premises of farms is not carried out;

e) within a radius of 500 meters there are no farms belonging to compartments I and II;

f) production buildings of farms are protected from the penetration of animals (including birds), atmospheric precipitation and groundwater;

g) there is no visit to the production premises of farms by persons (including officials bodies authorized to exercise state control (supervision) who have had contact during the previous 2 weeks with domestic and (or) wild pigs (including visiting hunting farms, participation in hunting wild pigs), visiting farms belonging to compartments I and II, epizootic outbreaks, or participating in anti-epizootic measures;

h) entry into the production premises of farms is carried out with a complete change of clothes and shoes;

i) only feed and feed additives that have been subjected to sterilization treatment, heat treatment (granulation) are used to feed farm animals;

j) farms keep records of incoming feed, indicating their manufacturer and preparation modes;

k) farms take into account all veterinary measures and procedures carried out with pigs;

m) there were no cases of the following infectious diseases of pigs among the farm’s livestock:

African swine fever within the last 3 years;

classical swine fever within the last 12 months;

vesicular disease within the last 12 months;

transmissible gastroenteritis within the last 2 years;

Teschen disease within the last 12 months;

Aueszky's disease within the last 12 months;

porcine reproductive syndrome within the last 2 years;

porcine parvovirus disease within the last 2 years.

13.4. Compartment IV includes farms that meet the criteria listed in paragraph 13.3 of these Rules, as well as the following criteria:

a) no pigs from compartments I, II and III (including genetic material and temporary introduction of pigs for any purpose) are brought into the holdings for at least 12 months;

b) farms for at least 12 months are not technologically connected with compartments I, II and III (transport, personnel, packaging, veterinary specialists, etc.), with the exception of the supply of pigs from this farm to the farms of compartments I, II and III and genetic material of pigs;

c) the possibility of contact between farm workers during the previous 12 months with domestic and (or) wild pigs or visits by workers to farms belonging to compartments I, II and III is excluded;

d) farms do not exercise pigs;

e) within a radius of 500 meters there are no farms belonging to compartment III;

f) production premises of farms are not visited by persons (including veterinary specialists and officials of bodies authorized to exercise state control (supervision)) who have been in contact with domestic and (or) wild pigs during the previous 2 weeks (including visits to hunting farms, participation in hunting on wild pigs) who visited farms belonging to compartment III, epizootic foci, or participated in anti-epizootic measures;

g) entry into the production premises of farms for at least the previous 12 months is carried out through a sanitary inspection room with full sand shower treatment, a change of clothes and shoes;

h) work clothes on farms are washed daily directly in the clean production area of ​​the farm;

i) feed delivery vehicles are not used to deliver feed to farms belonging to compartments I, II and III;

j) among the livestock of farms for 2 previous years there were no cases of salmonellosis, as well as hemophilus polyserositis and pleuropneumonia, and there were no cases of detection of respiratory coronavirus, as well as swine influenza virus (excluding infection of pigs with strains of human influenza A virus).

14.2. Compartment II includes farms that slaughter pigs in accordance with legal requirements Russian Federation and meeting the following criteria:

a) pigs raised on farms specified in paragraph 13.1 of these Rules are not slaughtered;

b) transport is not used for the transportation of pigs raised on farms specified in paragraph 13.1 of these Rules;

a) pigs raised on farms specified in paragraph 13.2 of these Rules are not slaughtered;

g) the territory of farms is not subject to entry of unauthorized persons and entry of foreign vehicles;

h) visits to production premises where pigs are kept are not carried out by persons (including specialists in the field of veterinary medicine and officials of bodies authorized to exercise state control (supervision)) who have been in contact with domestic and (or) wild pigs during the previous 2 weeks (including visiting hunting farms, participation in hunting wild pigs), visiting farms belonging to compartments I and II, epizootic foci, or participating in anti-epizootic measures.

14.4. Compartment IV includes farms that meet the criteria listed in paragraph 14.3 of these Rules, as well as the following criteria:

a) for at least 12 months, pigs raised on farms specified in paragraphs 13.1, 13.2, 13.3 of these Rules are not slaughtered;

b) transport for at least 12 months is not used for the transportation of pigs raised on farms specified in paragraphs 13.1, 13.2, 13.3 of these Rules;

c) farms are not technologically connected to compartments I and II (transport, personnel, packaging, veterinary specialists, etc.);

d) within a radius of 500 meters there are no farms specified in paragraphs 13.3 of these Rules;

e) no restrictive measures (quarantine) were introduced on farms for at least the previous 12 months;

f) production premises where pigs are kept are not visited by persons (including veterinary specialists and officials of bodies authorized to exercise state control (supervision)) who have had contact with domestic and (or) wild pigs (including visiting hunting farms, participating in hunting wild pigs), visiting farms belonging to compartment III, epizootic foci or participating in anti-epizootic measures;

g) the farm operates under the control of a veterinary inspector.

15. Compartmentalization of farms processing pig products

15.3. Compartment III includes farms that meet the criteria listed in paragraph 15.2 of these Rules, as well as the following criteria:

a) farms do not process pig products obtained from pigs raised on farms specified in paragraph 13.2 of these Rules, or killed on farms specified in paragraph 14.2 of these Rules;

b) transport is not used for the transportation of pig products obtained from pigs obtained on farms specified in paragraph 14.2 of these Rules;

c) farms are not technologically connected to compartments I and II (transport, personnel, packaging, veterinary specialists, etc.);

16. Compartmentalization of farms storing pig products

16.1. Compartment I includes farms that are not assigned to other compartments or until they are visited as provided for in paragraphs 4 and 10 of these Rules.

16.2. Compartment II includes farms that store pig products in accordance with the requirements of the legislation of the Russian Federation and meet the following criteria:

a) farms do not store pig products obtained from pigs raised on farms specified in paragraph 13.1 of these Rules, killed on farms specified in paragraph 14.1 of these Rules, or processed on farms specified in paragraph 15.1 of these Rules;

b) transport is not used for the transportation of pig products obtained from pigs raised on farms specified in paragraph 13.1 of these Rules, killed on farms specified in paragraph 14.1 of these Rules, or processed on farms specified in paragraph 15.1 of these Rules.

16.3. Compartment III includes farms that meet the criteria listed in paragraph 16.2 of these Rules, as well as the following criteria:

a) farms do not store pig products obtained from pigs raised on farms specified in paragraph 13.2 of these Rules, killed on farms specified in paragraph 14.2 of these Rules, or processed on farms specified in paragraph 15.2 of these Rules;

b) transport is not used for the transportation of pig products obtained from pigs raised on farms specified in paragraph 13.2 of these Rules, killed on farms specified in paragraph 14.2 of these Rules, or processed on farms specified in paragraph 15.2 of these Rules.

16.4. Compartment IV includes farms that meet the criteria listed in paragraph 16.3 of these Rules, as well as the following criteria:

a) farms do not store pig products obtained from pigs raised on farms specified in paragraph 13.3 of these Rules, killed on farms specified in paragraph 14.3 of these Rules, or processed on farms specified in paragraph 15.3 of these Rules;

1. Will compartmentalization be recognized without an officially recognized order of the Ministry of Agriculture of the Russian Federation?

I believe that by official recognition of the Order you mean its registration with the Russian Ministry of Justice. If registration occurs, the Order will enter into legal force and will be “officially recognized”, and therefore will be executed. If not registered, then:

A) If the instructions given within the framework of Resolution 299 of the Government of the Russian Federation are implemented, in particular, the authority for regionalization will be assigned to the Chief State Inspector of the Russian Federation, then the answer to your question is yes, of course.

2. What should meat processing plants do about purchasing pigs if the supplying farms have not yet undergone compartmentalization?

6. 7. Is the presence of economic ties with enterprises supplying live pigs and meat from Belgorod region a condition for lowering the compartment of these enterprises?

10. The release of finished products, especially to wholesale buyers, is carried out from warehouses located on the territory of meat processing plants, therefore it is impossible to exclude the entry of unauthorized persons and the entry of foreign vehicles into the territory of the meat processing plant.

If you asked EXACTLY what you wanted, then your question (or rather, statement) is not true. It does not correspond, since with proper organization of the territory of the enterprise, warehouses of finished products are either moved outside the enterprise, or a fence is made for them. The entry of foreign vehicles directly into the territory of the enterprise is unacceptable.

11. How will the contact of workers with domestic (wild) pigs or visits by persons working in lower compartment farms be checked?

I don’t know how the company will implement this. If I were the enterprise administrator, I would insert this requirement into the contract and periodically check it with the help of veterinarians and the security service. Other approaches can also be used.

The State Veterinary Service will check by any available and legal means, the essence of which will likely vary depending on specific conditions and specific demographics.

12. What documents must be required from inspection bodies that carry out, including scheduled inspections, in order to prevent a downgrade in status?

You should ask the representative of the inspection body for an identification document, an official ID, a receipt that this person During the specified time, he did not visit pig farms and did not have contact with wild pigs.

The receipt is given (based on the most common practice) in the form of filling out the appropriate form, or in the form of a handwritten entry in a special journal.

13. September 20, 2010 Instruction No. FS-NV-2/11700 was issued by the Deputy Head of Rosselkhoznadzor Vlasov N.A. on the export of pigs and pig products from the Southern Federal District and North Caucasus Military District, which are prohibited from exporting pigs and pig products that meet all standards and parameters of veterinary and other safety from enterprises and farms classified as compartment 1-3 outside the Southern Federal District and North Caucasus Military District.

None of the paragraphs of the Rules restrict or prohibit the export and movement of safe products and raw materials from enterprises of any compartment across the territory of the Russian Federation. The restrictions concern the relationships between the enterprises themselves, assigned to different compartments. The Rules mentioned in your question and my instructions have no direct connection with each other. From this it is obvious that the presence of an instruction in no way makes the Order illegal, since the order is not the basis for it.

The basis for the indication is the requirements of the epizootic situation and the interests of the state in preventing the further spread of ASF.

Moreover, the Order provides additional opportunities to business entities, and does not at all limit their rights. If it had not been there, then the instruction would have prohibited the export of products FROM ALL FARMS, and not just from the part assigned to compartments 1-3.

As for restrictions on freedom of enterprise in the context of the spread of a particularly dangerous disease and quarantine, it is a completely common thing - the essence of what is called RESTRICTIONARY MEASURES (they limit rights and freedoms!), a tool for preventing the spread of the disease, a tool for reducing the total damage to business community and state from such spread of the disease. Especially in cases like ASF, when human activity is the MAIN factor in the spread.

14. Currently, meat processing plants have concluded bilateral agreements with the majority of suppliers of raw materials and consumers of finished products, and the assignment of two entities (meat processing plant and supplier of raw materials or consumer) to different compartments cannot legally serve as a basis for termination of contracts, that is, compartmentalization is not prescribed in the Order and the Rules as a basis for unilateral termination of these contracts without force majeure, which will accordingly lead to economic sanctions against meat processing enterprises.

Actions of the authorities leading to violations of contractual obligations for a business are force majeure circumstances, i.e. the very reason you are talking about. Thus, the norms of the Civil Code of the Russian Federation clearly regulate the procedure for terminating obligations between business entities in the event of force majeure circumstances, as well as the procedure for compensation for damage (losses) from their occurrence.

I. General provisions

1. These Rules for determining the zoosanitary status (compartment) of objects where activities are carried out for the maintenance and breeding of domestic and wild birds located in semi-free conditions or in an artificially created habitat, their slaughter, processing, and storage of controlled goods of animal origin received from birds, their sale (hereinafter - objects, hereinafter - Rules), published in order to harmonize legal acts of the Russian Federation with international standards provided for by Decree of the Government of the Russian Federation of September 29, 2009 N 761 "On ensuring the harmonization of Russian sanitary and epidemiological requirements, veterinary and sanitary and phytosanitary measures with international standards" (Collection of Legislation of the Russian Federation, 2009, No. 40, Art. 4698).

2. In these rules, poultry means:

domesticated representatives of the Aves class, which are kept in semi-free conditions or in an artificially created habitat in order to obtain products from them, namely eggs, meat, meat and other slaughter (game) products, feathers and down (hereinafter referred to as poultry), as well as embryos (hatching eggs) intended for hatching chicks intended to obtain the specified products, belonging to the following systematic groups:

order Galliformes, species - chicken (Gallus gallus domesticus), turkey (Meleagris gallopavo), guinea fowl (Numida meleagris), pheasant (Phasianus colchicus), Japanese quail (Coturnix japonica);

order of Anseriformes, species of gray goose (synonym (hereinafter - syn.): common goose) (Anser anser), sukhnos (Anser cygnoides), duck (Anas platyrhynchos f. domestica, syn: Anas platyrhynchos domesticus, Anas domesticus, Anas domestica, Anas boschas domestica), musk duck (Cairina moschata), mute swan (Cygnus olor);

order of ostriches (Struthioniformes), species African black ostrich (Struthio camelus);

3. In these rules, domesticated birds mean domesticated representatives of the Aves class, which are kept in semi-free conditions or in an artificially created habitat, for the purpose of using them in sporting events, other business purposes, including postal services (hereinafter referred to as service birds), as well as to obtain offspring intended for the same purposes, belonging to the following systematic groups:

order of pigeons (Columbiformes), species - common pigeon (Columba livia var. domestica), fighting chickens (Gallus gallus domesticus).

3.1. Birds of prey kept in semi-free conditions or in an artificially created habitat, used for hunting and protecting objects from birds and rodents, namely:

falcon (all species of the genus Falco);

hawks (all species of the subfamilies Accipitrinae, Polyboroidinae and Melieraxinae);

kites (all species of the subfamilies Milvinae, Perninae and Elaninae);

eagles (all species of the subfamilies Aquilinae and Haliaeetinae);

buzzards (all species of the subfamilies Buteoninae);

owls (all species of the family Strigidae);

3.2. In cases where these birds are bred in captivity or removed (by any means - nests, fledglings, wild birds) from wildlife for further content for these purposes.

3.4. Domesticated representatives of the class Aves, which are kept in semi-free conditions or an artificially created habitat for aesthetic purposes, as well as as companion animals, including indoor, songbirds, ornamental birds (hereinafter referred to as companion birds), as well as to produce offspring intended for the same goals, belonging to the following systematic groups:

order of passeriformes (Passeriformes), species - canary (Serinus canaria domestica);

order of parrots (Psittaciformes), all species, family of weaver finches (Estrildidae) species Zebra finch (Taeniopygia guttata),

4. The assignment of objects to one of the compartments (hereinafter referred to as compartmentalization) is used to ensure a favorable epizootic status of poultry farming objects, prevent the spread of contagious animal diseases on the territory of the Russian Federation, and reduce, without compromising biological safety, restrictions on the movement of regulated goods in cases of contagious animal diseases. .

5. These Rules apply to individuals and legal entities who own or have economic administration or operational management, facilities where activities for keeping and breeding poultry are carried out, as well as poultry slaughter, processing and storage of poultry products. The object must have an actual address (location) and meet the criteria established in Section III of these Rules

6. Objects that carry out:

processing of products from birds and, as a result, producing exclusively products of animal origin obtained from birds or including components obtained from birds (hereinafter referred to as products from birds), subjected to heat treatment during manufacturing in modes that ensure their disinfection (+72°C at thicker than the product with an exposure of at least 30 minutes or more effective);

storage exclusively of poultry products subjected to heat treatment during manufacturing in the above modes;

sales exclusively of poultry products subjected to heat treatment in the above modes during manufacturing,

7. Compartmentalization is carried out on the basis of an analysis of the risks associated with the spread of pathogens of infectious diseases of birds, including diseases common to humans and birds, and infectious diseases of humans, for which birds can serve as active or passive carriers, and on the use of technological and/or engineering methods for managing these risks, which characterizes the degree of security of the compartment.

8. Based on the results of compartmentalization, the object belongs to the following compartments:

Compartment I - objects unprotected from threats;

Compartment II - objects low level protection;

Compartment III - objects of medium level of protection;

Compartment IV - objects of a high level of protection.

The assignment of an object to compartments II - IV is carried out based on the results of a visit to the object, carried out according to the object’s application (hereinafter referred to as the Survey), drawn up according to the attached sample (appendix to these Rules) (hereinafter referred to as the Application).

9. Objects that have not submitted Applications, even before their Survey, belong to compartment I.

10. After the completion of compartmentalization on the territory of a constituent entity of the Russian Federation, the decision to introduce restrictive measures (quarantine) provided for in Article 17 of the Law of the Russian Federation of May 14, 1993 N 4979-1 “On Veterinary Medicine” (Gazette of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1993, N 24, Article 857; Collection of Legislation of the Russian Federation, 2002, N 1, Article 2; 2004, N 27, Article 2711; N 35, Article 3607; 2005, N 19, Article 1752; 2006, N 1, Art. 10; N 52, Art. 5498; 2007, N 1, Art. 29; N 30, Art. 3805; 2008, N 24, Art. 2801; 2009, N 1, Art. 17, Art. 21), (hereinafter referred to as the Law “On Veterinary Medicine”) are adopted taking into account the zoosanitary status of objects.

II. Preparation of the compartmentalization procedure and its implementation

11. After making a decision to carry out compartmentalization on the territory of a constituent entity of the Russian Federation, within no more than 10 working days in the Federal State information system in the field of veterinary medicine (hereinafter referred to as FSIS), a list of objects located on the territory of the corresponding constituent entity of the Russian Federation is formed (hereinafter referred to as the List of objects).

12. The Federal Service for Veterinary and Phytosanitary Surveillance (hereinafter referred to as Rosselkhoznadzor), within 10 working days from the date of receipt in FSIS of certificates of objects (hereinafter referred to as the Certificate), which fully comply with the requirements of these Rules, approves the Certificates.

13. Those included in the List of Objects and who have submitted an Application will be notified in writing about the upcoming Inspection no later than one working day before their Inspection.

14. All objects included in the List of objects belong to compartment I until a decision is made on their classification into compartments with a higher zoosanitary status.

15. In accordance with Article 9 of the Law “On Veterinary Medicine”, facilities are visited in order to verify their compliance with the legislation of the Russian Federation in the field of veterinary medicine, carrying out anti-epizootic and other veterinary measures.

15.1. Upon receipt of an Application, the executive authority in the field of veterinary medicine of a constituent entity of the Russian Federation organizes an Examination.

15.2. A survey with the aim of classifying an object into compartments III and IV is carried out with the participation of the territorial body of Rosselkhoznadzor for the corresponding constituent entity of the Russian Federation.

16. Based on the results of the Survey, a Certificate is drawn up, which contains information about the object’s compliance with the compartmentalization criteria.

17. The Certificate includes the following information about the object:

name (for individual- Full Name);

location address;

types of activities performed;

time of the Survey;

validity period of the Certificate

assessment of the object’s compliance with the compartmentalization criteria (for each criterion).

18. If an object is recognized as meeting the criteria for inclusion in compartments III or IV, the Certificate is approved within two working days by the head or deputy head of the territorial body of Rosselkhoznadzor, who oversees veterinary issues.

19. A certificate of compliance of the object with the compartmentalization criteria is posted in the FSIS.

20. If the object is recognized as meeting the criteria for compartments III and IV, the Certificate before placement in the FSIS is approved by the head or deputy head of the territorial body of Rosselkhoznadzor, who oversees veterinary issues, within 2 working days.

21. If in the Certificate the information about the object’s compliance with the criteria is not set out in full in accordance with paragraph 17, or does not meet other criteria of these Rules, Rosselkhoznadzor returns the Certificate for revision, indicating the reasons, and excludes it from the FSIS.

22. Information about FSIS based on the results of compartmentalization of objects on the territory of a constituent entity of the Russian Federation is posted by Rosselkhoznadzor on its official website on the Internet information and telecommunications network.

III. Criteria for compartmentalization

23. Criteria for compartmentalization of objects engaged in keeping and breeding birds, including for the purpose of obtaining food and hatching eggs, down and feathers.

23.1. Compartment I includes objects before their Survey, or which are not assigned to other compartments.

23.2. Compartment II includes facilities that keep and breed birds in accordance with the requirements of the legislation of the Russian Federation and meet the following criteria:

a) poultry, hatching eggs, and genetic material are not imported to the facilities and within 3 months before the Survey were not imported from compartment I;

b) the object is not technologically connected with compartment I (transport, personnel, packaging, veterinary specialists, etc.), with the exception of the supply from this object to the objects of compartment I of birds, their genetic material and hatching eggs;

d) the territory of the facility is fenced in a way that prevents the entry of wild animals, with the exception of birds and small rodents;

e) the territory of the facility is not subject to entry of unauthorized persons and entry of foreign vehicles;

f) the facility does not use food waste as poultry feed.

23.3. Compartment III includes facilities that keep and breed birds in accordance with the requirements of the legislation of the Russian Federation, meeting the criteria listed in paragraph 23.2 of these Rules, as well as the following criteria:

a) is not kept at the facility and for at least 3 months before the Survey was not kept, no animals other than birds are imported to the facility and for at least 3 months before the Survey;

b) birds, their hatching eggs and genetic material from objects classified as compartments I and II were not imported to the facility, and within 3 months before the Survey;

c) the object is not connected and for 3 months has not been connected with objects where birds are kept, slaughtered, and which are classified as compartments I and II, technologically (transport, personnel, containers, veterinary specialists, etc.), with the exception of the supply from this facility to facilities classified as compartments I and II of birds, their hatching eggs, table eggs, as well as genetic material;

d) workers are not allowed to visit facilities where birds are kept and which are classified as compartments I and II, the possibility of contact of facility workers with birds kept in other facilities is excluded,

e) the production premises of the facility are not visited by persons (including officials of bodies authorized to exercise state control (supervision)) who have been in contact with domestic and (or) wild birds during the previous two weeks (including visits to hunting farms, participation in hunting wild birds ), who visited objects belonging to compartments I and II, epizootic foci, or participated in anti-epizootic measures against birds of any species;

f) bird walking is not carried out;

g) within a radius of 500 meters there are no facilities for keeping birds belonging to compartments I and II;

h) the production buildings of the facility are protected from the penetration of animals (including birds and rodents), precipitation and groundwater;

i) entry to the territory of the facility is carried out:

m) monitoring is carried out at the facility in order to detect the hidden circulation of viruses of Newcastle disease, avian bronchitis, avian laryngotracheitis, Gumboro disease, pathogens of salmonellosis, psittacosis and pullorosis,

or the following contagious bird diseases did not occur at the facility for one year:

Newcastle disease,

highly pathogenic avian influenza,

bird bronchitis,

psittacosis,

mycoplasmosis (Mycoplasma gallisepticum),

or after the occurrence of these diseases, the entire population of birds was completely slaughtered, cleaned, disinfected, and within 21 days (three months for highly pathogenic avian influenza) and after the repopulation of the object there was no infectious diseases listed above and no hidden circulation of their pathogens,

o) each technological group of birds kept at one production site is assigned a separate staff of veterinary specialists and poultry care personnel;

p) the territory of the facility is fenced in a way that prevents the entry of wild animals, with the exception of birds and small rodents;

c) the territory of the facility is not subject to entry of unauthorized persons and entry of foreign vehicles;

r) the facility does not use food waste as poultry feed.

23.3.1. Compartment III includes objects that had the status of compartment III for no more than 3 years from the date of the last inspection for compliance with compartment III, or that confirmed the status of compartment III before the expiration of the period.

23.4. Compartment IV includes facilities that keep and breed birds in accordance with the requirements of the legislation of the Russian Federation, meeting the criteria listed in paragraph 23.3 of these Rules, as well as the following criteria:

a) birds, their hatching eggs, as well as genetic material from objects classified as compartments I, II and III are not imported to the facility, and within six months before the Survey;

b) the object is not connected and for six months has not been connected with the objects where birds are kept, their slaughter is carried out, and which are classified as compartments I, II and III, technologically (transport, personnel, containers, veterinary specialists, etc. ), with the exception of the supply from this facility to facilities classified as compartments I, II and III of birds, their hatching eggs, food eggs, and genetic material;

c) workers are not allowed to visit facilities where birds are kept, and which are classified as compartments I, II and III, and the possibility of contact of facility workers with birds kept at other facilities is excluded;

d) the production premises of the facility are not visited by persons (including officials of bodies authorized to exercise state control (supervision)) who have been in contact with domestic and (or) wild birds during the previous two weeks (including visits to hunting farms, participation in hunting wild birds ), who visited objects belonging to compartments I, II and III, epizootic foci, or participated in anti-epizootic measures against birds of any species;

e) bird walking is not carried out;

f) within a radius of one kilometer there are no facilities for keeping birds belonging to compartments I, II and III;

g) the production buildings of the facility are protected from the penetration of animals (including birds and rodents), precipitation and groundwater;

h) entry to the territory of the facility is carried out:

with sanitary shower treatment and a complete change of clothes and shoes, and to the production premises of the facility - with a complete change of clothes and shoes, or with a complete change of clothes and shoes, and to the production premises of the facility - with sanitary shower treatment and a complete change of clothing and shoes;

i) work clothes at the facility are subjected to daily processing and/or washing in the clean production area of ​​the facility;

j) only mixed feed and feed additives (premixes) are used in poultry feed industrial production that have undergone disinfectant heat or other treatment during manufacturing;

k) the facility keeps records of incoming feed, indicating the date, place of production/harvesting and the name of the manufacturer and preparation modes;

l) all veterinary measures and procedures carried out with birds are taken into account at the facility;

m) monitoring is carried out at the facility to detect the hidden circulation of Newcastle disease viruses, highly pathogenic influenza, avian bronchitis, avian laryngotracheitis, Gumboro disease, pathogens of mycoplasmosis (Mycoplasma gallisepticum), salmonellosis, psittacosis and pullorosis;

and either the following contagious avian diseases have not occurred at the facility for one year:

Newcastle disease,

highly pathogenic avian influenza,

bird bronchitis,

avian laryngotracheitis,

gumboro disease,

psittacosis,

mycoplasmosis (Mycoplasma gallisepticum),

or after the occurrence of these diseases, the entire population of birds was completely slaughtered, cleaned, disinfected, and within 21 days (three months for highly pathogenic influenza) and after the repopulation of the object there was no infectious diseases listed above and no hidden circulation of their pathogens;

o) the possibility of being carried into the territory of the enterprise by personnel working at the facility is excluded food products and other items and materials posing an epizootic/epidemic risk;

o) each technological group of birds kept at one production site is assigned a staff of veterinary specialists and poultry care personnel;

p) transport for the delivery of feed is not used to deliver feed to the facility belonging to compartments I, II and III;

c) the territory of the facility is fenced in a way that prevents the entry of wild animals, with the exception of birds and small rodents;

r) the territory of the facility is not subject to entry of unauthorized persons and entry of foreign vehicles;

y) the facility does not use food waste as bird feed.

23.4.1. Compartment IV includes objects that had the status of compartment IV for no more than three years from the date of the last inspection for compliance with compartment IV, or confirmed the status of compartment IV before the expiration of the period.

IV. Compartmentalization of poultry slaughter facilities

24.1. Compartment I includes objects that are not assigned to other compartments or before their Survey.

24.2. Compartment II includes facilities that slaughter birds in accordance with the requirements of the legislation of the Russian Federation and meet the following criteria:

a) the facility does not slaughter birds raised at facilities classified as compartment I;

b) transport is not used for the transport of birds raised in facilities classified as compartment I.

24.3. Compartment III includes facilities that slaughter birds in accordance with the requirements of the legislation of the Russian Federation, meeting the criteria listed in paragraph 15.2 of these Rules, as well as the following criteria:

a) birds raised in facilities classified as compartments I and II are not slaughtered;

b) transport is not used for the transportation of birds raised in facilities classified as compartments I and II;.

c) the facilities are not technologically connected to compartments I and II (transport, personnel, packaging, veterinary specialists, etc.), excluding the movement of slaughter products to enterprises classified as compartments I and II;

d) the possibility of contact of facility workers with domestic and (or) wild birds or visits by workers to facilities belonging to compartments I and II is excluded;

f) within a radius of 500 meters there are no facilities where birds are kept;

g) the territory of the facilities is not subject to entry of unauthorized persons and entry of foreign vehicles;

h) visits to production premises where birds are kept are not carried out by persons (including specialists in the field of veterinary medicine and officials of bodies authorized to exercise state control (supervision)) who have been in contact with domestic and (or) wild birds during the previous 2 weeks (including visiting hunting farms, participation in hunting), visiting objects belonging to compartments I and II, epizootic foci, or participating in anti-epizootic measures against bird diseases.

24.3.1. Compartment III includes objects that had the status of compartment III for no more than three years from the date of the last inspection for compliance with compartment III, or that confirmed the status of compartment III before the expiration of the period.

24.4. Compartment IV includes facilities that slaughter birds in accordance with the requirements of the legislation of the Russian Federation, meeting the criteria listed in paragraph 24.3 of these Rules, as well as the following criteria:

a) for at least 12 months, birds raised in facilities classified as compartments I-III are not slaughtered;

b) transport for at least 12 months is not used for the transport of birds raised in facilities classified as compartments I-III;

c) the objects are not technologically connected with compartments I-III (transport, personnel, packaging, veterinary specialists, etc.), excluding the movement of slaughter products to enterprises assigned to compartments I-III;

d) the possibility of contact of facility workers with domestic and (or) wild birds or visits by workers to facilities belonging to compartments I, II is excluded;

e) the territory of the objects is fenced in a way that excludes the entry of wild animals;

f) within a radius of 500 meters there are no facilities where birds are kept and slaughtered, classified as compartments I-III;

g) no restrictive measures (quarantine) were introduced at the facilities for at least one year;

h) there is no entry of unauthorized persons or vehicles into the territory of the facilities;

i) visits to production premises where birds are kept are not carried out by persons (including specialists in the field of veterinary medicine and officials of bodies authorized to exercise state control (supervision)) who have been in contact with domestic and (or) wild birds (including visiting hunting grounds, participating in hunting), visiting objects belonging to compartments I-III, epizootic foci or participating in anti-epizootic measures against birds.

24.4.1. Compartment IV includes objects that had the status of compartment IV for no more than three years from the date of the last inspection for compliance with compartment IV, or confirmed the status of compartment IV before the expiration of the period.

V. Compartmentalization of facilities processing poultry products

25.1. Compartment I includes objects that are not assigned to other compartments or before the Survey.

25.2. Compartment II includes facilities that process poultry products in accordance with the requirements of the legislation of the Russian Federation and meet the following criteria:

a) the facility does not import or process products obtained from birds raised in facilities classified as compartment I, and/or killed in facilities classified as compartment I;

poultry products stored in facilities classified as compartment I;

products from birds kept and/or killed in facilities classified as compartment I,

poultry products manufactured in facilities classified as compartment I,

poultry products stored in facilities classified as compartment I;

e) the facility is not technologically connected to compartment I (transport, personnel, packaging, veterinary specialists, etc.), excluding the export of poultry products to enterprises classified as compartment I;

f) the territory of the facility is fenced in a way that prevents the entry of wild animals.

25.3. Compartment III includes facilities that process poultry products in accordance with the requirements of the legislation of the Russian Federation and meet the criteria listed in paragraph 23.2 of these Rules, as well as the following criteria:

a) the facility does not import or process products obtained from birds raised at facilities classified as compartments I and II, or killed at facilities classified as compartments I and II;

b) the transport is not used for transporting birds;

c) transport that exports processed products is washed and disinfected before entering the facility or is not used for transportation:

d) transport that imports raw materials is washed and disinfected before loading the delivered raw materials or is not used for transportation:

products from birds kept and/or killed in facilities classified as compartments I and II,

poultry products manufactured in facilities classified as compartments I and II,

poultry products stored in facilities classified as compartments I and II.

e) the facility is not technologically connected to compartments I, II (transport, personnel, packaging, veterinary specialists, etc.), excluding the export of processed products to enterprises classified as compartments I and II;

f) the possibility of contact of facility workers with domestic and (or) wild birds or visits by workers to facilities where birds are kept and belonging to compartments I, II is excluded;

h) within a radius of 500 meters there are no objects classified as compartments I and II;

i) within a radius of 1 km there are no objects classified as compartments I and II;

j) the territory of the facility is not subject to entry of unauthorized persons and entry of foreign vehicles.

25.3.1. Compartment III includes objects that had the status of compartment III for no more than three years from the date of the last inspection for compliance with compartment III, or that confirmed the status of compartment III before the expiration of the period.

25.4. Compartment IV includes facilities that process poultry products in accordance with the requirements of the legislation of the Russian Federation and meet the criteria listed in paragraph 25.3 of these Rules, as well as the following criteria:

a) the facility does not import or process products obtained from birds raised at facilities classified as compartments I-III, or killed at facilities classified as compartments I-III;

b) the transport is not used for transporting birds;

c) transport that exports processed products is washed and disinfected before entering the facility or is not used for transportation:

d) transport that imports raw materials is washed and disinfected before loading the delivered raw materials

or not used for transportation:

products from birds kept and/or killed in facilities classified as compartments I-III,

poultry products manufactured in facilities classified as compartments I-III,

poultry products stored in facilities classified as compartments I - III.

e) the facility is not technologically connected to compartments I-III (transport, personnel, packaging, veterinary specialists, etc.), excluding the export of processed products to facilities assigned to compartments I-III;

f) the possibility of contact of facility workers with domestic and (or) wild birds or visits by workers to a facility where birds belonging to compartments I, II are kept is excluded;

g) the territory of the facility is fenced in a way that prevents the entry of wild animals;

h) within a radius of 1 km there are no objects classified as compartments I and II;

i) the territory of the facility is not subject to entry of unauthorized persons and entry of foreign vehicles.

25.4.1. Compartment IV includes objects that had the status of compartment IV for no more than 3 years from the date of the last examination for compliance with compartment IV, or that confirmed the status of compartment IV before the expiration of the period.

VI. Compartmentalization of facilities storing poultry products

26.1. Compartment I includes objects that are not assigned to other compartments or before their Survey.

26.2. Compartment II includes facilities that store products in accordance with the requirements of the legislation of the Russian Federation and meet the following criteria:

a) the facility does not store products from birds raised in facilities classified as compartment I, and/or killed in facilities classified as compartment I, and/or processed in facilities classified as compartment I, and/or stored in facilities , assigned to compartment I;

b) the transport is not used for transporting birds;

products from birds kept and/or killed in facilities classified as compartment I;

poultry products manufactured in facilities classified as compartment I,

products from birds kept in facilities classified as compartment I,

poultry products manufactured in facilities classified as compartment I,

poultry products stored in facilities classified as compartment I.

26.3. Compartment III includes facilities that store products in accordance with the requirements of the legislation of the Russian Federation, meeting the criteria listed in paragraph 26.2 of these Rules, as well as the following criteria:

a) the facility does not store livestock products obtained from birds raised at facilities classified as compartments I and II, and/or killed at facilities classified as compartments I and II, and/or processed at facilities classified as compartments I and II, and/or stored in a facility classified as compartments I and II;

b) the transport is not used for transporting birds;

c) transport that exports products is washed and disinfected before entering the facility or is not used for transportation:

products from birds kept at the facility classified as compartments I and II;

poultry products manufactured in a facility classified as compartments I and II,

poultry products stored in facilities classified as compartments I and II.

d) transport that imports products is washed and disinfected before loading the delivered products or is not used for transportation:

products from birds kept in facilities classified as compartments I and II,

poultry products manufactured in facilities classified as compartments I and II,

poultry products stored in facilities classified as compartments I and II.

26.4. Compartment IV includes facilities that store products in accordance with the requirements of the legislation of the Russian Federation, meeting the criteria listed in paragraph 26.3 of these Rules, as well as the following criteria:

a) the facility does not store poultry products obtained from birds raised at the facility, classified as compartments I-III, and/or killed at facilities, classified as compartments I-III, and/or processed at facilities, classified as compartments I -III, and/or stored in facilities classified as compartments I-III;

b) the transport is not used for transporting birds;

c) transport that exports products is washed and disinfected before entering the facility or is not used for transportation:

products from birds kept at the facility, classified as compartments I-III;

poultry products manufactured in a facility classified as compartments I-III,

poultry products stored at the facility classified as compartments I-III.

d) transport that imports products is washed and disinfected before loading the delivered products or is not used for transportation:

products from birds kept and/or killed in facilities classified as compartments I-III,

poultry products manufactured in facilities classified as compartments I-III,

poultry products stored in facilities classified as compartments I-III.

26.4.1. Compartment IV includes objects that had the status of compartment IV for no more than three years from the date of the last inspection for compliance with compartment IV, or confirmed the status of compartment IV before the expiration of the period.

VII. Final provisions

27. Appeals against actions (inaction) and decisions of officials carried out (adopted) during compartmentalization are carried out in accordance with the legislation of the Russian Federation.

28. If one of the diseases listed in clause 23.3 occurs at the facility, as well as if during the visit it is revealed that the facility does not comply with at least one of the above compartmentalization criteria, the zoosanitary status assigned to the facility is reduced. The relevant information is recorded in the Help and entered into the List of Objects.

The object has the right to submit an Application within a period of no more than three years.

29. An object has the right to submit an application to be classified as a compartment with a higher zoosanitary status at any time. Consideration of this application is carried out in the same manner as the application specified in paragraph 4 of these Rules.

Veterinary rules have been developed for determining the zoosanitary status (compartment) for poultry farming facilities, enterprises (complexes), as well as organizations involved in poultry slaughter, receipt (collection), processing and storage of poultry products.

Compartmentalization (assigning objects to one of the compartments) is used to ensure a favorable epizootic status of these objects, prevent the spread of infectious animal diseases in the country, and reduce restrictions on the movement of controlled goods when such diseases occur without compromising biological safety.

Based on the results of compartmentalization, the object is assigned the status of low, medium or high level of protection (compartments II-IV). Objects that have not submitted an application, until they are examined, are classified as compartment I (unprotected from threats).

Over the past week on Federal portal draft normative legal acts, 16 new cards appeared on agriculture and food production. Five of them at once - guidelines and guidelines for the examination and evaluation of GMOs. Another seven relate to veterinary supervision – compartmentalization and the status of enterprises.

Compartmentalization

A compartment is the zoosanitary status of an enterprise. According to the document that appeared on March 27, it will be assessed for all cattle, including zebu, yak and buffalo, as well as enterprises for storing, slaughtering, processing and producing meat and milk.

  • scientific institutions;
  • processing plants that produce only products where the raw materials have been disinfected (+63°C for 30 minutes or more effective for dairy products, and +72°C in the thickness of the product with exposure for at least 30 minutes or more effective for other cattle products );
  • enterprises storing products that have undergone such processing;
  • enterprises that sell exclusively such products.
There will be 4 types of compartments in total. There will be different requirements for processing, storage, processing and production. Below we briefly summarize the requirements for milk production.

Compartment I is production unprotected from threats. Until the survey is completed or if it is refused, all farms belong to this compartment.

Compartment II – farms with a low level of protection. It includes production facilities that are fenced off from the entry of wild animals and are not technologically connected to farms that belong to compartment I and entry to outsiders is prohibited. Also, food waste should not be used for feed, and special pastures should be used for walking. Walking pigs is not allowed.

Cattle, small cattle and pigs, their milk, and genetic material are not imported into such farms and during the 3 months before the inspection were not imported from compartment I.

Compartment III is a medium-level security enterprise. All previous rules apply to this compartment, plus technologically the production should not be connected with the previous two compartments for at least 3 months and such farms are located at least 500 meters from them. Workers do not have contact with such enterprises or wild animals.

Such production is reliably protected from the penetration of wild animals and has a staff of veterinary specialists. All animals are tested at least once a year for tuberculosis, brucellosis, enzootic leukemia and there are no following infectious animal diseases:

foot and mouth disease, enzootic leukemia - within the last 12 months; bovine spongiform encephalopathy within the last 7 years; contagious pleuropneumonia, vesicular stomatitis, bluetongue - within the last 24 months; contagious nodular dermatitis - within the last 3 years; brucellosis, tuberculosis - within the last 6 months;

Compartment IV consists of farms with a high level of protection. All the requirements described above are met, plus workers take a shower before work and wear special clothing around production; work clothes are processed daily. Enterprises with other compartments are located at a distance of at least 2 km.

Walking animals is prohibited; all food is strictly accounted for. Feed is supplied by transport that does not work with previous compartments.

The explanatory note states that compartmentalization is necessary to ensure a safe epizootic situation and prevent animal diseases.

Application

I. General provisions

1. These Rules for determining the zoosanitary status (compartment) of pig farms, as well as organizations engaged in slaughter of pigs, processing and storage of pig products (hereinafter referred to as the Rules), were published in order to harmonize the legal acts of the Russian Federation with international standards, provided for by the Decree of the Government of the Russian Federation dated 09.29.2009* N 761 “On ensuring the harmonization of Russian sanitary and epidemiological requirements, veterinary, sanitary and phytosanitary measures with international standards” (Collected Legislation of the Russian Federation, 2009, N 40, Art. 4698).

The compartment system is used to ensure a favorable epizootic status of pig farms various types and preventing the spread of infectious animal diseases on the territory of the Russian Federation.

2. These Rules apply to individuals and legal entities engaged in keeping and breeding pigs, as well as pig slaughter, processing and storage of pig products (hereinafter referred to as farms).

These Rules do not apply to:

individuals and legal entities engaged in the processing of pig products, producing exclusively products of animal origin, subjected during manufacturing to heat treatment in a mode that ensures their disinfection (+72°C in the thickness of the product with exposure for at least 30 minutes);

individuals and legal entities storing exclusively products of animal origin subjected to heat treatment during manufacturing in the above mode;

individuals and legal entities engaged exclusively in the storage of pig products for the purpose of carrying out retail.

3. The determination of the zoosanitary status of farms (hereinafter referred to as compartmentalization) is made on the basis of an analysis of the risks associated with the spread of pathogens of infectious animal diseases, including diseases common to humans and animals, and human infectious diseases, for which pigs can serve as active or passive carriers, and characterizes the degree of protection of the compartment.

4. Based on the results of compartmentalization, the farm belongs to the following compartments:

compartment I - farms unprotected from threats;

compartment II - farms with a low level of protection;

compartment III - farms with an average level of protection;

compartment IV - farms with a high level of protection.

The assignment of a farm to compartments II-IV is carried out based on the results of a visit to the farm, carried out according to the farm’s application, drawn up according to the attached sample (Appendix No. 1).

Farms that have not submitted an application, even before their visit, belong to compartment I.

5. After completion of compartmentalization on the territory of a constituent entity of the Russian Federation, the decision to introduce restrictive measures (quarantine) provided for in Article 17 of the Law of the Russian Federation dated May 14, 1993 N 4979-1 “On Veterinary Medicine” (Gazette of the Congress of People's Deputies of the Russian Federation and the Supreme Council of the Russian Federation, 1993, N 24, Art. 857; Collection of Legislation of the Russian Federation, 2002, N 1, Art. 2; 2004, N 27, Art. 2711; N 35, Art. 3607; 2005, N 19, Art. 1752; 2006, N 1, art. 10; N 52, art. 5498; 2007, N 1, art. 29; N 30, art. 3805; 2008, N 24, art. 2801; 2009, N 1, art. 17, 21) , are taken taking into account the zoosanitary status of farms.

II. Preparation of the compartmentalization procedure and its implementation

6. After making a decision to carry out compartmentalization on the territory of a constituent entity of the Russian Federation, within a period of no more than 10 working days, according to the attached sample (Appendix No. 2), a list of individuals and legal entities engaged in keeping and breeding pigs, as well as pig slaughter, processing and storage of pig products located on the territory of the relevant constituent entity of the Russian Federation (hereinafter referred to as the List of farms), which is sent to the Chief State Veterinary Inspector of the Russian Federation, in Federal service on veterinary and phytosanitary supervision and is published for review on public information and telecommunication networks (including the Internet).

7. The Federal Service for Veterinary and Phytosanitary Surveillance, within 7 working days from the date of receipt of the List of farms, creates a consolidated list of farms in the Russian Federation (hereinafter referred to as the Consolidated List) and posts it on its official website.

Changes and additions to the Consolidated List are made by the Federal Service for Veterinary and Phytosanitary Surveillance no later than 7 working days after receipt of information about changes and additions to the List of farms.

8. Farms included in the List of farms are notified in writing of the start of compartmentalization no later than one working day before their visit.

9. All farms included in the List of farms and the Consolidated List belong to compartment I until a decision is made on their classification into compartments with a higher zoosanitary status.

10. In accordance with Article 9 of the Law of the Russian Federation of May 14, 1993 N 4979-1 “On Veterinary Medicine,” farms are visited in order to verify their compliance with the legislation of the Russian Federation in the field of veterinary medicine, carrying out anti-epizootic and other veterinary measures.

Upon receipt of the application specified in paragraph 4 of these Rules, a visit to the farm provided for by this paragraph of the Rules is organized.

A visit to a farm for the purpose of assigning a farm to compartments III and IV is carried out with the participation of the territorial body of Rosselkhoznadzor for the corresponding constituent entity of the Russian Federation.

11. Based on the results of the visit to the farm, a certificate is drawn up, which contains information about the farm’s compliance with the compartmentalization criteria.

The certificate includes the following information about the farm:

name (for an individual - last name, first name, patronymic);

location address;

types of activities performed;

the time of the visit provided for in paragraphs 4 and 10 of these Rules;

assessment of the farm’s compliance with the compartmentalization criteria (for each criterion).

If the farm is recognized as meeting the criteria for inclusion in compartments III or IV, the certificate is approved within 2 working days by the head or deputy head of the territorial body of Rosselkhoznadzor, who oversees veterinary issues.

12. Information on the results of compartmentalization on the territory of a constituent entity of the Russian Federation is sent to the Chief State Veterinary Inspector of the Russian Federation and to the Federal Service for Veterinary and Phytosanitary Surveillance within a week after signing the certificate for making changes to the Consolidated List.

III. Criteria for compartmentalization

13. Compartmentalization of farms engaged in keeping and breeding pigs

13.1. Compartment I includes farms that are not assigned to other compartments, or until they are visited as provided for in paragraphs 4 and 10 of these Rules.

13.2. Compartment II includes farms that meet the following criteria:

a) pigs from compartment I (including genetic material and temporary introduction of pigs for any purposes) are not brought into the farms and within 3 months before the visit to the farms provided for in paragraphs 4, 10 of these Rules;
by order of the Ministry of Agriculture of Russia dated October 19, 2016 N 461.

b) the farms are not connected and during the 3 months before the visit to the farms provided for in paragraphs 4, 10 of these Rules, were not technologically connected with compartment I (transport, personnel, containers, veterinary specialists, etc.), with the exception of supplies from this farms in compartment I pigs and pig genetic material;

c) walking pigs outside the territory of farms is not carried out;

d) the territory of the farms is fenced in a way that prevents the penetration of wild animals (with the exception of birds and small rodents);

e) the territory of farms is not subject to entry of unauthorized persons and entry of foreign vehicles;

f) farms do not use food waste as animal feed.

13.3. Compartment III includes farms that meet the criteria listed in paragraph 13.2 of these Rules

a) pigs from compartments I and II (including genetic material and temporary introduction of pigs for any purposes);

b) the farms are not connected and during the 6 months before the visit to the farms provided for in paragraphs 4, 10 of these Rules, were not technologically connected with compartments I and II (transport, personnel, containers, veterinary specialists, etc.), with the exception of supplies from this farm to the farms of compartment II pigs and pig genetic material;

c) the possibility of contact of farm workers with domestic and (or) wild pigs or visits by workers to farms belonging to compartments I and II is excluded;

d) walking pigs outside the livestock premises of farms is not carried out;

e) within a radius of 500 meters there are no farms belonging to compartments I and II;

f) production buildings of farms are protected from the penetration of animals (including birds), precipitation and groundwater;

g) production premises of farms are not visited by persons (including specialists in the field of veterinary medicine and officials of bodies authorized to exercise state control (supervision) who were in contact during the 2 weeks preceding the visit to farms, provided for in paragraphs 4, 10 of these Rules, with household and (or) wild pigs (including visits to hunting farms, participation in hunting wild pigs) that visited farms belonging to compartments I and II, epizootic foci, or participated in anti-epizootic measures aimed at eliminating infectious diseases of pigs;

h) entry into the production premises of farms is carried out with a complete change of clothes and shoes;

i) only feed and feed additives that have been subjected to sterilization treatment, heat treatment (granulation) are used to feed farm animals;

j) farms keep records of incoming feed, indicating their manufacturer and preparation modes;

k) farms take into account all veterinary measures and procedures carried out with pigs;

l) before visiting the farms provided for in paragraphs 4, 10 of these Rules, there were no cases of the following infectious diseases of pigs among the farm’s livestock:

African swine fever - within the last 12 months;

classical swine fever - within the last 12 months;

vesicular disease - within the last 12 months;

transmissible gastroenteritis - within the last 2 years;

parvovirus infection - within the last 12 months;

foot and mouth disease - within the last 12 months;

brucellosis - within the last 6 months;

trichinosis - within the last 6 months;

leptospirosis - within the last 3 months;

m) the possibility of bringing food products into the territory of the enterprise by personnel working on the farm is excluded;

o) each (technological) group of animals kept at one production site is assigned a staff of veterinary specialists and animal care personnel;

13.3.1. Compartment III includes farms classified as compartment III before the establishment of restrictive measures (quarantine) in connection with the occurrence of African swine fever, meeting the following criteria:

Veterinary rules for the implementation of preventive, diagnostic, restrictive and other measures, the establishment and lifting of quarantine and other restrictions aimed at preventing the spread and eliminating foci of African swine fever, approved by Order of the Ministry of Agriculture of Russia dated May 31, 2016 N 213, registered by the Ministry of Justice of Russia on August 24, 2016 , registration N 43379 (hereinafter referred to as the Veterinary Rules);

13.4. Compartment IV includes farms that meet the criteria listed in paragraph 13.3 of these Rules, as well as the following criteria:

a) pigs from compartments I, II and III (including genetic material and temporary introduction of pigs for any purposes) are not brought into the farms and within 12 months before the visit to the farms provided for in paragraphs 4, 10 of these Rules;

b) the farms are not connected and during the 12 months prior to the visit to the farms provided for in paragraphs 4, 10 of these Rules, they were not technologically connected to compartments I, II and III (transport, personnel, containers, veterinary specialists, etc.), for excluding the supply from this farm to the farms of compartments I, II and III of pigs and genetic material of pigs;

c) the possibility of contact between farm workers during the 12 months preceding the visit to farms provided for in paragraphs 4 and 10 of these Rules with domestic and (or) wild pigs or visits by workers to farms belonging to compartments I, II and III is excluded;

d) farms do not exercise pigs;

e) within a radius of 500 meters there are no farms belonging to compartments I-III;

f) production premises of farms are not visited by persons (including specialists in the field of veterinary medicine and officials of bodies authorized to exercise state control (supervision) who were in contact within 2 weeks preceding the visit to farms provided for in paragraphs 4, 10 of these Rules

g) entry into the production premises of farms for at least 12 months preceding the visit to farms provided for in paragraphs 4, 10 of these Rules is carried out through a sanitary inspection room with full sandy shower treatment, a change of clothes and shoes;

h) work clothes on farms are washed daily directly in the clean production area of ​​the farm;

i) feed delivery vehicles are not used to deliver feed to farms belonging to compartments I, II and III;

j) among the livestock of farms during the 2 years preceding the visit to farms provided for in paragraphs 4, 10 of these Rules, there were no cases of salmonellosis, as well as hemophilus polyserositis and pleuropneumonia, and there were no cases of detection of respiratory coronavirus, as well as swine influenza virus (excluding infection swine strains of human influenza A virus);

k) on the farm, in pursuance of the instructions of specialists in the field of veterinary medicine, measures have been organized to prevent animal diseases and combat these diseases.

13.5. Compartment IV includes farms that had the status of compartment IV before the establishment of restrictive measures (quarantine) in connection with the occurrence of African swine fever, meeting the following criteria:

a) a set of measures provided for by the Veterinary Rules was carried out on the farms;

b) at least 8 months have passed since the lifting of restrictive measures (quarantine) established on farms in connection with the occurrence of African swine fever;

c) biological control of animals has been carried out on farms in accordance with paragraph 41 of the Veterinary Rules;

d) the causes of the introduction of African swine fever virus into the farm have been identified and eliminated and measures have been taken to prevent such introduction in the future.

14. Compartmentalization of farms that slaughter pigs

14.1. Compartment I includes farms that are not assigned to other compartments, or until they are visited as provided for in paragraphs 5, 11 of these Rules.

14.2. Compartment II includes farms that slaughter pigs in accordance with the requirements of the legislation of the Russian Federation and meet the following criteria:

a) is not carried out within 1 month before the visit to farms provided for in paragraphs 4, 10 of these Rules and paragraph 13.1 of these Rules;

b) the transport is not used and, within 1 month before visiting the farms provided for in paragraphs 4, 10 of these Rules, was not used for the transportation of pigs raised on farms specified in paragraph 13.1 of these Rules.

14.3. Compartment III includes farms that meet the criteria listed in paragraph 14.2 of these Rules, as well as the following criteria:

a) is not carried out and within 3 months before visiting the farms provided for in paragraphs 4, 10 of these Rules, the slaughter of pigs raised in the farms specified in paragraphs 13.1 and 13.2 of these Rules was not carried out;

b) transport is not used within 3 months before visiting farms provided for in paragraphs 4, 10 of these Rules, paragraphs 13.1 and 13.2 of these Rules;

d) the possibility of contact of farm workers with domestic and (or) wild pigs or visits by workers to farms belonging to compartments I, II is excluded;

g) the territory of farms is not subject to entry of unauthorized persons and entry of foreign vehicles;

h) visits to the production premises of farms that keep pigs are not carried out by persons (including specialists in the field of veterinary medicine and officials of bodies authorized to exercise state control (supervision)) who were in contact during the 2 weeks preceding the visit to the farms provided for in paragraphs 4, 10 of these Rules, with domestic and (or) wild pigs (including visiting hunting farms, participation in hunting wild pigs), visiting farms belonging to compartments I and II, epizootic foci, or participating in anti-epizootic measures aimed at eliminating infectious diseases of pigs .

14.4. Compartment IV includes farms that meet the criteria listed in paragraph 14.3 of these Rules, as well as the following criteria:

a) is not carried out and within 6 months before visiting the farms provided for in paragraphs 4, 10 of these Rules, the slaughter of pigs raised in the farms specified in paragraphs 13.1, 13.2, 13.3 of these Rules was not carried out;

b) the transport is not used and, within 6 months before visiting the farms provided for in paragraphs 4, 10 of these Rules, was not used for transporting pigs raised on farms specified in paragraphs 13.1, 13.2, 13.3 of these Rules;
(Subparagraph as amended, put into effect on December 20, 2016 by order of the Ministry of Agriculture of Russia dated October 19, 2016 N 461.

c) farms are not technologically connected to compartments I and II (transport, personnel, packaging, veterinary specialists, etc.);

d) within a radius of 500 meters there are no farms specified in paragraph 13.3 of these Rules;

e) on farms for at least 12 months preceding the visit to farms provided for in paragraphs 4 and 10 of these Rules

f) visits to the production premises of farms that keep pigs are not carried out by persons (including specialists in the field of veterinary medicine and officials of bodies authorized to exercise state control (supervision)) who were in contact during the 2 weeks preceding the visit to the farms provided for in paragraphs 4, 10 of these Rules, with domestic and (or) wild pigs (including visits to hunting farms, participation in hunting wild pigs), visiting farms belonging to compartments I-III, epizootic foci, or participating in anti-epizootic measures aimed at eliminating infectious diseases of pigs ;

15. Compartmentalization of farms processing pig products

15.1. Compartment I includes farms that are not assigned to other compartments, or until they are visited as provided for in paragraphs 4 and 10 of these Rules.

15.2. Compartment II includes farms that process pig products in accordance with the requirements of the legislation of the Russian Federation and meet the following criteria:

clause 13.1 of these Rules, clause 14.1 of these Rules;

clause 14.1 of these Rules.

15.3. Compartment III includes farms that meet the criteria listed in paragraph 15.2 of these Rules, as well as the following criteria:

a) farms do not process pig products obtained from pigs raised on farms specified in paragraph 13.2 of these Rules, or killed on farms specified in paragraph 14.2 of these Rules;

b) transport is not used for the transportation of pig products obtained from pigs obtained on farms specified in paragraph 14.2 of these Rules;

c) farms are not technologically connected to compartments I and II (transport, personnel, packaging, veterinary specialists, etc.);

d) the possibility of contact of farm workers with domestic and (or) wild pigs or visits by workers to farms belonging to compartments I, II is excluded;

e) the territory of the farms is fenced in a way that excludes the entry of wild animals;

f) within a radius of 500 meters there are no farms specified in paragraphs 13.1, 13.2 of these Rules;

g) the territory of farms is not subject to entry of unauthorized persons and entry of foreign vehicles.

15.4. Compartment IV includes farms that meet the criteria listed in paragraph 15.3 of these Rules, as well as the following criteria:

a) farms do not process pig products obtained from pigs raised on farms specified in paragraph 13.3 of these Rules, or killed on farms specified in paragraph 14.3 of these Rules;

b) transport is not used for the transportation of pig products obtained from pigs obtained on farms specified in paragraph 14.3 of these Rules;

c) farms are not technologically connected to compartments III (transport, personnel, packaging, veterinary specialists, etc.);

d) the territory of the farms is fenced in a way that excludes the entry of wild animals;

e) within a radius of 500 meters there are no farms specified in paragraph 13.3 of these Rules;

f) in farms for at least 12 months preceding the visit to farms provided for in paragraphs 4, 10 of these Rules, no restrictive measures (quarantine) were introduced;

g) the farm operates under the control of a veterinary inspector.

16. Compartmentalization of farms storing pig products

16.1. Compartment I includes farms that are not assigned to other compartments, or until they are visited as provided for in paragraphs 4 and 10 of these Rules.

16.2. Compartment II includes farms that store pig products in accordance with the requirements of the legislation of the Russian Federation and meet the following criteria:

a) farms do not store pig products obtained from pigs raised on farms specified in clause 13.1 of these Rules, clause 14.1 of these Rules, clause 15.1 of these Rules;

b) transport is not used for the transportation of pig products obtained from pigs raised on farms specified in paragraph 13.1 of these Rules, killed on farms specified in paragraph 14.1 of these Rules, or processed on farms specified in paragraph 15.1 of these Rules.

16.3. Compartment III includes farms that meet the criteria listed in paragraph 16.2 of these Rules, as well as the following criteria:

paragraph 13.2 of these Rules, killed on farms specified in paragraph 14.2 of these Rules, or processed on farms specified in paragraph 15.2 of these Rules;

paragraph 13.2 of these Rules, killed on farms specified in paragraph 14.2 of these Rules, or processed on farms specified in paragraph 15.2 of these Rules.

16.4. Compartment IV includes farms that meet the criteria listed in paragraph 16.3 of these Rules, as well as the following criteria:

a) farms do not store pig products obtained from pigs raised on farms specified in paragraph 13.3 of these Rules, killed on farms specified in paragraph 14.3 of these Rules, or processed on farms specified in paragraph 15.3 of these Rules;

b) transport is not used for the transportation of pig products obtained from pigs raised on farms specified in paragraph 13.3 of these Rules, killed on farms specified in paragraph 14.3 of these Rules, or processed on farms specified in paragraph 15.3 of these Rules;

c) the farm operates under the control of a veterinary inspector.

IV. Final provisions

17. Appeals against actions (inaction) and decisions of officials carried out (adopted) during compartmentalization are carried out in accordance with the legislation of the Russian Federation.

18. If one of the diseases listed in clause 13.3 occurs on the farm, and also if during the visit it is revealed that the farm does not meet at least one of the compartmentalization criteria listed in clauses 13.2-13.4, the zoosanitary status assigned to the farm is reduced. The relevant information is recorded in the certificate and entered into the List of Farms and the Consolidated List."

19. The farm has the right to submit an application to be classified as a compartment with a higher zoosanitary status. Consideration of this application is carried out in the same manner as the application specified in paragraph 4 of these Rules.
