Combat readiness "FULL" - this is the state of the highest readiness of formations and units withdrawn to the designated areas, having completed the whole range of measures for transferring from a peaceful to martial law, including full mobilization and direct preparation for hostilities, ensuring an organized entry into battle and the successful completion of the task received.

1. At command posts, full shifts of combat crews are on duty around the clock.

  • the implementation of round-the-clock duty;
  • return to the location of part of the units;
  • verification of all available weapons and equipment;
  • acquisition of ammunition for combat training equipment;

  • preparation of archives for delivery;

At the present time, the Ministry of Defense of the Russian Federation is actively taking measures to form a promising appearance of the Armed Forces, the main goal of which is to create mobile, well-equipped, modern Armed Forces of one million servicemen who would be staffed by 100% according to wartime states and one hour after receiving combat missions could act. At first , the low rates of the planned re-equipment of troops with new and modernized models of certain types of weapons, military and special equipment (AME) do not allow in full in the next ten to twelve years to solve the problem of bringing their serviceability to 100 %, including aviation equipment, air defense systems, ships and boats of the Navy.

Secondly , any sample of VVST, starting with a car (infantry fighting vehicle, tank) and ending with aviation equipment, the Aswan ship), in accordance with the design and operational documentation, requires periodic repairs and routine maintenance lasting from three days to one year or more.

Thirdly , the intensity of the activities of the operational and combat training, as well as the criteria for maintaining formations and military units in a state of constant readiness require from the personnel maximum dedication and the ability to overcome high psychophysical loads, which implies the need for annual restoration of the capabilities of servicemen through active recreation, that is, the provision of planned vacations to officers and servicemen passing military service under the contract. In this regard, as well as taking into account the current shortage of personnel and various business trips, it seems unrealistic to have 100% manning of formations and military units throughout the entire calendar year.

Fourth , in connection with the planned rotation of officers, their transfer to the reserve and the annual arrival of graduates of military educational institutions in the troops, it is practically impossible to ensure a sufficiently high level of preparedness and coherence of military command and control bodies throughout the calendar year. A similar situation is developing with the combat training and coordination of formations and military units, since they are staffed according to a mixed principle (by contract and by conscription).

Fifth, the timing of the arrival of personnel in the storage parks (to the bases) of AME, ranging from 10 minutes to one hour, depending on the location of military camps (officers' houses), as well as the technological time for preparing weapons and military equipment for use, which, depending on their type varies from five minutes to three to six hours (for aviation equipment), it is not always possible to bring a formation or military unit to full combat readiness one hour after receiving the appropriate order.

In view of the above, in order to achieve the goal of the ongoing reform of the Armed Forces, it seems, in our opinion, appropriate to establish the following categories of maintenance of formations and military units of constant readiness of general-purpose forces: response troops (forces), subdivided into immediate reaction troops (forces) and rapid reaction troops (forces); troops (forces) strengthening; troops (forces) build-up.

Immediate response troops (forces) may be before 30% of the total number of formations and military units of general-purpose forces located in the territory of the military district. The term of their readiness for solving combat (special) tasks - from one to 10 hours. Specifically, it is set separately for formations and military units of the services and combat arms of the Armed Forces, taking into account the current standards for the preparation of AME for use, as well as the time of arrival of personnel, depending on the location of military camps.

In these military formations, measures to change their organizational and staff structure and re-equip them with new models of AME are not planned during the year, and funds are allocated only for intensive operational and combat training, routine repairs of weapons and military equipment and maintenance of life. Planned vacations are canceled to personnel during the year, no rotation of officers is carried out, monetary remuneration is paid in accordance with the order of the Minister of Defense of the Russian Federation of 2008 No. 400 (starting with the private and ending with the commander of the formation).

Rapid Reaction Troops (Forces) may also be before 30% of the total number of formations and military units of the general-purpose forces of the military district. Personnel are provided with scheduled vacations during the year, but the rotation of officers is not carried out.

Formations and military units related to troops (forces) of immediate and rapid response must be staffed only by military personnel performing military service under a contract.

Troops (forces) enhancement can be up to 40 % from the total number of formations and military units of general-purpose forces located on the territory of the military district. The term of their readiness for solving combat (special) tasks is up to 30 days, which makes it possible to ensure the restoration of the serviceability of the weapons and military equipment that are under repair and at scheduled service.

V These military formations are planned and carried out during the year active measures to improve their organizational and staff structure and re-equip them with new (modernized) weapons and military equipment. Their staffing can be carried out according to a mixed principle (by contract and conscription). Servicemen are provided with scheduled vacations for the previous and current year, rotation is carried out, and young people are replenished officers, privates and sergeants, they are actively trained, commissioned and professional training to a level that allows them to successfully carry out combat (special) tasks "in accordance with their mission.

Troops (forces) build-up - these are formations and military units of general-purpose forces, additionally formed during the mobilization deployment of the Armed Forces. The term of their readiness for solving combat (special) tasks is up to one year, which allows to ensure the restoration of serviceability of weapons and military equipment located at storage and repair bases, to organize mass production Armaments and military equipment at the enterprises of the military-industrial complex and their delivery to the troops according to the plan of the estimated year, as well as to call from the reserve and to train personnel of high quality.

The frequency of the presence of formations and military units (peacetime combat personnel) in each of the above categories of content is one year, after which they are transferred to another (higher or lower) category (figure).


The procedure for transferring formations and military units from one category of containment to another

Transfer of military formations from one content category to another must be carried out after the end of the summer period of study and at the beginning of the new school year on the basis of the directive of the General Staff of the RF Armed Forces. By the time of the transition of formations and units into the category of troops (forces) of immediate reaction, the level of their coherence and training of personnel should be maximum, and the state of the AME should ensure, in terms of resource, intensive operation throughout the year.

In our opinion, the implementation of the above approach will make it possible to timely neutralize threats to military security in strategic areas by the reaction force (force) groupings, increasing, if necessary, their combat strength by quickly transferring formations and units of a similar category from other military districts. With a further increase in the level of military threats and the emergence of an armed conflict, it will be possible to continue building up the groupings of troops (forces) at the expense of formations and units from the composition of the troops (forces) reinforcement.

Along with this, it becomes possible to more purposefully plan measures for the construction and development of the Armed Forces for 2011-2015 and to ensure the cyclical repair of AME, while preventing a decrease in the level of combat capability of the response troops (forces), as well as to organize activities of operational and combat training of military command and control agencies and military formations with varying intensity, depending on the category of their content.

The positive aspect of the innovation lies in the fact that it will contribute to a clear concentration of financial, material and other resources on main directions the activities of the Ministry of Defense of the Russian Federation to ensure the military security of the state and exclude their inappropriate and irrational spending. The distribution of time in a military unit is carried out in such a way as to ensure its constant combat readiness and create conditions for conducting organized combat training of personnel, maintaining military discipline and internal order, educating servicemen, raising their cultural level, comprehensive consumer services, timely rest and reception. food.

The total duration of weekly service time of servicemen undergoing military service under a contract, except for the cases specified in paragraph three of this article, must not exceed the duration of weekly working hours established by federal laws and other regulatory legal acts of the Russian Federation. If it is impossible to provide as compensation to servicemen doing military service under a contract, rest of the corresponding duration on other days of the week, the time of performance of military service duties on working days in excess of the established duration of weekly service time, on weekends and holidays, taking into account the time required for a serviceman to arrive at place of service from the place of residence and back, as well as the time of participation in events held without limiting the total duration of weekly service time, is summed up and provided to the specified servicemen in the form of additional days of rest, which can be added to the main leave. Servicemen performing military service under a contract, participating in events that are held, if necessary, without limiting the total duration of weekly service time, at their request, instead of providing additional days of rest, may be paid monetary compensation in the amount of a salary for each additional day of rest. The procedure and conditions for the payment of monetary compensation are established by the Minister of Defense of the Russian Federation.

Information on the number of additional days of rest, payments of monetary compensation instead of providing additional days of rest, attached to the main vacation, is submitted by the subunit commander to the headquarters of the military unit.

The daily routine and service time regulations are established by the commander of a military unit or formation, taking into account the type and type of troops of the Armed Forces, the tasks facing military unit, season, local and climatic conditions... 223. The daily routine of a military unit should provide for the time for morning physical exercises, morning and evening dressing, morning examination, training sessions and preparation for them, changing special (work) clothes, cleaning shoes and washing hands before eating, eating, care for weapons and military equipment, educational, cultural, leisure and sports work, informing personnel, listening to the radio and watching TV, receiving patients at a medical center, as well as time for the personal needs of military personnel (at least two hours), evening walks , evening verification and at least eight hours for sleep.

The intervals between meals should not exceed seven hours.

224. The regulations of the service time of servicemen undergoing military service under the contract should provide for the time of their arrival and departure from service, the time of the break for eating (lunch), independent training (at least four hours), daily preparation for training and the time for physical training ( total duration at least three hours a week).

When determining the rules of service time, the need for servicemen to comply with job responsibilities in accordance with the daily routine, as well as the implementation of measures aimed at maintaining the military unit (subunit) in constant combat readiness.

The regulation of service time when serving in a daily dress is determined by general military regulations and relevant instructions.

A round-the-clock watch in a military unit (subunit) of officers, warrant officers and warrant officers, as well as sergeants and foremen undergoing military service under a contract, who are not included in the daily outfit, can be introduced only in exceptional cases for a limited time by the commander of the military district, front, fleet , the army.

225.
