The history of the Vladimir Law Institute begins with the Order of the USSR NKVD of July 31, 1943 on the creation of the Vladimir school of the superior composition of the NKVD prisons. The formation of the school was entrusted to an employee of the Pelen Committee of the Interior Georgia Vasilyevich Moskvichowawho became its first boss.
Initially, the profile of the school's activities was the retraining of the operational composition and duty assistants of the bosses of prisons. The duration of the retraining course was six months. From 1943 to 1946, a retraining of 113 bosses of prisons, 505 duty assistants in prisons and 258 operational workers were held at school.

Vladimir Law Institute of the FSIN of Russia today is a multidisciplinary polyfunction university that carries out the targeted training of specialists for the three federal executive bodies (Russian FSIN, the Ministry of Internal Affairs of Russia and the EMERCOM of Russia). Professional educational programs are being implemented in the educational institution for the three most popular specialties in a criminal offices: "Jurisprudence", "Social work" and "Personnel Management". The educational institution was recognized as held licensed expertise in the specialty "law enforcement agency", on the basis of which curricula formed, providing for the address training of specialists for specific units of institutions and IIS bodies on the basis of departmental specializations. A purposeful systematic work on strengthening and improving the training and material base is carried out, training grounds are introduced into operation ensuring the possibility of working out practical skills in the conditions as close as possible to specific tasks of operational activities. The educational institution is actively working on the introduction in the educational process of remote educational technologies. Educational offices are equipped with modern technical means and integrated security systems that have just begun to enter the institutions that are penalted. In the preparation of specialists, modern automated databases used in operational work applied law enforcement. In the structure of the university - 5 faculties and 15 departments.
Since 2001, the Institute has begun to prepare its own scientific and pedagogical and scientific personnel - an adjuncture was formed, its own scientific school was formed, the Faculty of Preparation of Scientific and Pedagogical Frames was created. More than half of the institute teachers have scientific degrees of candidates and doctors of sciences.
